考町科技官网暨 AI 工具平台

当前阶段：Phase 2 用户认证与权益基础已完成，TTS 生成和 CMS 尚未接入。

项目根目录：E:\RD\Kaotings\www_site，以本次新仓库为准。

实施从规划书 Phase 0 开始，先核实工程和测试环境，再按阶段推进。
